Ok, It wasn't as bad as the critics made it out to be, but it isn't as awesome as some people will call it. I'll rate it a little... above average. As I said, it's really a matter of taste.
The actions sequences was great, but (Spoilers) I was quite surprise at the sheer brutality of certain -Autobots- in ROTF. While I finally get to see Optimus Prime, for once, be actually on par with Megatron(instead of being a complete punching bag for Megs in TF1) and kick ass, a part of me thought he was quite... merciless. In a Kratos of God of War kind of way. Both in action and attitude when dealing with Decepticons. Damn, the gloves are off, eh, Optimus?
Still, he and Bumblebee really kicked ass. Ok, so some of the fights scenes involving Prime and Bee were the only ones that was awesome to me. Jetfire was fun to watch, though. Others were ok, I just wished they'd developed the new Autobots and Decepticons(and old) a bit more character-wise, but Micheal Bay seems to insist on his US military fetish and Megan Fox exploitation(no, I don't think you can spray paint from that position, Miss Fox) more than Transformer screen time. Not surprising.
The Twins didn't really come off as racially offensive to me. Don't feel it. To me, they sound like what happens if Chris Rock voiced them with a REALLY high-pitched annoying voice, but without half the humour that CR is known for. In the nutshell, they were just annoying, but not as much as critics think. I guess seeing Jar Jar Binks making an ass of himself in The Phantom Menace prepared me for this.
The immature humour wasn't really that funny. (Spoilers) It wasn't Devastator's, ahem, dangling wrecking balls that disturbed me, since it's a CGI of a robot combined from other smaller robots. The disturbing honour belongs to Simmons. That up-close-and-personal posterior will stay in my head for days to come. Sheesh, Bay, having frat boy flashbacks?
As for plot... eh, it wasn't much. There's some big plot holes here and there. Sure, I wasn't expecting an oscar-winning movie, and while it did had it's moments, one wished the plot was done properly. There was potential there. So what if this was based on a toy commercial cartoon? That doesn't mean it can't have a good plot executed well enough for both the action junkies, Bay fans, Fox perverts and moviegoers wanting a well made story to enjoy the movie together.
But I always end up remembering that this is Micheal Bay we're talking about. TF2 is raking in money as we speak, so that's all that matters to him.
I enjoyed the movie somewhat as an action popcorn flick, but it could've been done better(tone down the crude jokes, for one). It's the same sentiment I had with the first movie, but I had to watch it again to actually considered it good. Not sure I'll repeat that with TF2. Don't wanna risk seeing Simmons showing me his butt cheeks again. Eeeergh.
So yeah, that's my personal view, so it's up to you to see whether or not it's great or sucky. Again, it's a LITTLE above average, only because of Prime's asskickery(even though it feels pretty brutal at times for Prime.)
